Attitudes toward outreach vary. Some librarians focus on marketing and advertising; others on relationship building with their constituents; still others focus on fun events to coax people into their facility. The essays in this casebook describe and address universal problems that all librarians face when attempting to produce successful outreach by providing creative and reproducible solutions -- adapted from introduction.

A discussion of contemporary issues in Australian study centers for distance education students introduces six case studies which show how some institutions in Australia have endeavored to set up study centers or "borrow" existing local facilities to provide a measure of support for their students. Attempts to set up a telecommunications network at some centers for staff and student interaction are also described, as well as approaches which stress more direct interaction between teaching staff and students. There are two emerging patterns in the provision of study center facilities: (1) the willingness and effort of some institutions to pool resources or to share with others, and (2) the increasing difficulty of funding study centers. An abstract is provided for each of the studies, and a selected, annotated bibliography lists materials on study centers and their functions, and on applications of new technology in student support. The unique experience of the Toronto Public Library, 1974-1981, when reform politics at the municipal level initiated major changes in the library system. Newly appointed Board members enlisted the aid of citizens in identifying unmet needs and exposing basic iniquities in the provision of library service. Participation grew dramatically as citizens became involved at area and neighborhood levels. The result: a major turn-around in the library's priorities. This book analyzes the experience from the points of view of 15 participants and close observers of the process --academics, politicians, library workers, and citizens of diverse backgrounds, approaches, and concerns.

Most librarians believe that they are part of a profession that is service oriented, democratic and nonjudgmental. Implicit in these principles is a core of professional ethics, allowing librarians to make effective, informed choices in matters affecting the library, its patrons and staff. Many of the ethical dilemmas facing the profession are covered here through a series of case studies. The focus is on librarians' relationships with patrons, colleagues, organizations, resources and vendors. Such issues as parental consent, patrons' rights to privacy, union activities, library endorsements, censorship, and many others are covered. Each case study is followed by questions that highlight the particular ethical problem.
