The Politics Of Performance Funding For Higher Education

"One of the striking ways in which state governments have pursued better performance in public higher education is through the use of performance funding. Performance funding involves tying state support directly to institutional performance on specific outcomes such as rates of graduation and job placement. The principal rationale for performance funding has been that the introduction of market-like forces will prod institutions to become more efficient, delivering "more bang for the buck." Kevin Dougherty, an expert on state performance funding, finds its development puzzling. First, despite the great interest in it, only half the states have ever adopted performance funding for higher education. Moreover, of the states that did adopt performance funding, over half later dropped it. Finally, in the states that have retained performance funding over a long period of time, their programs have undergone considerable changes in the amount of state funding they devote to performance funding and in the content of the indicators they use to allocate that funding. In spite of this, performance funding continues to attract interest as a way of improving educational outcomes. This book, based on an extensive ten-state study, aims to shed light on the social and political factors affecting the origins, evolution, and demise of these programs"--

In this foundational book, Frederick M. Hess and Max Eden bring together a cross-section of respected academics and journalists to examine key aspects of the Every Student Succeeds Act (ESSA). This volume provides a thematic and in-depth analysis of the central provisions of this landmark legislation, presenting a range of perspectives. The contributors—leading researchers, policy analysts, and journalists—explore the conflicts and compromises that shaped the emerging law, outline its core provisions, and trace its implications for urban districts, states, and the federal government. Complementing these descriptions are chapters presenting opposing viewpoints on the law’s merits and its ramifications for future reform efforts. Enacted in December 2015, ESSA represents a major shift of the federal role in education, and its provisions touch on almost every aspect of education policy. Yet it arrived in something of a whirlwind, and scholars, advocates, and policy makers are struggling to make sense of this new act. By bringing together leading thinkers to make sense of this important law, The Every Student Succeeds Act provides a solid foundation for scholars, advocates, and policy makers as they begin to navigate a new era in education policy.

Education Governance For The Twenty First Century

America's fragmented, decentralized, politicized, and bureaucratic system of education governance is a major impediment to school reform. In this important new book, a number of leading education scholars, analysts, and practitioners show that understanding the impact of specific policy changes in areas such as standards, testing, teachers, or school choice requires careful analysis of the broader governing arrangements that influence their content, implementation, and impact. Education Governance for the Twenty-First Century comprehensively assesses the strengths and weaknesses of what remains of the old in education governance, scrutinizes how traditional governance forms are changing, and suggests how governing arrangements might be further altered to produce better educational outcomes for children. Paul Manna, Patrick McGuinn, and their colleagues provide the analysis and alternatives that will inform attempts to adapt nineteenth and twentieth century governance structures to the new demands and opportunities of today. Contents: Education Governance in America: Who Leads When Everyone Is in Charge?, Patrick McGuinn and Paul Manna The Failures of U.S. Education Governance Today, Chester E. Finn Jr. and Michael J. The Democratic Dilemma Of American Education

Author : Arnold Shober

This compelling new book asks: How can American education policy be consistent with democratic ideals? Robust democracy is the combination of participation, self-rule, equality, understanding, and inclusion, but these norms can produce contradictory policy. Local control in education policy can undermine educational equality. Participation in teachers unions can improve working conditions but thwart self-rule by local taxpayers. The Democratic Dilemma of American Education draws on contemporary research in political science and education policy to offer remarkably balanced insights into these challenging issues. Expertly navigating through local, state, and federal layers of education policy, Arnold Shober examines contemporary controversies over education governance, teachers unions and collective bargaining, school funding, school choice, academic accountability, and desegregation. Shober describes the inherent practical dilemmas of current policy and the difficulties policymakers face in overcoming them to produce lasting educational reform in a democratic, federal system of government. Timely, engaging, and accessible, this is the ideal resource for courses in public policy as well as education and politics.
