STEP is a job analysis-based human resource management system specifically developed, over the course of more than two decades of research at the Human Resources Center of The University of Chicago, for higher-level positions. It is based on two interlocking measurement subsystems (one for measuring the demands of the job, the other for measuring the qualifications of the individual job candidate) that provide a common base for coordinating a wide variety of human resource procedures including selection, placement, the identification of training needs, promotion, and succession planning. This ensures that, in addition to the professional reqirements of demonstrated reliability and validity, the system will be practical and cost-effective.
