This document is being prepared to document that a No Further Action Decision (NFAD) document is appropriate for the Hg-1 site at Shemya Air Force Base (AFB), Alaska, under the Air Force Installation Restoration Program (IRP). The IRP is a Department of Defense (DOD) program established to identify and remediate hazardous waste problems on DOD property that result from past practices. The Alaska Department of Environmental Conservation (ADEC) draft document {open_quotes}No Further Action Criteria for DOD Military/FUD Sites{close_quotes} has been used as a guide in preparing this document. Air Force personnel have stated that the Hg-1 site may have been used to store mercury and PCB-contaminated material. The site was added to the IRP in 1987, and later that year a field investigation was conducted at the site. Soil samples were collected and analyzed for mercury, EP toxicity, polychlorinated biphenyls (PCBs), and dioxin. All concentrations of contaminants found in Area Hg-1 are below regulatory action levels for PCBs (40 CFR 761) and mercury (55 FR 30798) or below detection levels for dioxin/furans. Therefore, leaving these soils in place is acceptable.

The Committee recommends the immediate implementation of a national action plan and specific steps to respond to the growing FGM crisis. A number of successful prosecutions would send a clear message to those involved that FGM is taken with the utmost seriousness in the UK and will be punished accordingly. There should be an extension to the right to anonymity to include victims of FGM to aid prosecution. The good example of France should be emulated and there is a case for a system that empowers medical professionals to make periodic FGM assessments where a girl is identified as being at high risk. The Multi-Agency Guidelines on FGM should also be placed on a statutory footing to provide a stronger incentive for the provision of training on FGM to all those who need it. The Committee's further recommendations include: the inclusion of mandatory questioning on FGM for antenatal booking interviews and at GP registration, and changes to the Personal Child Health Record/Red Book to refer explicitly to FGM; a requirement for all schools to provide training on FGM and Headteachers to read guidance or face funding penalties; the introduction of FGM protection orders similar to those which exist for forced marriage. In 12 months' time, if reporting does not increase, a failure to report should be made a criminal offence. Better services for women and girls affected by FGM including refuge shelters for those at risk also need to be provided

Rhodesia's Bid for Independence during the Retreat from Empire 1959-1965 Ian Smith's unilateral declaration of independence for Rhodesia (now Zimbabwe) on 11 November 1965 was seen by many as the act of a rebellious white minority seeking to preserve their privileged position in defiance of Britain's determination to shed her Empire and introduce rule by the African majority as soon as possible. However, the drama of UDI has long overshadowed and oversimplified the complexities of the preceding years. In this account of that time, based on sole access to the hitherto closed papers of Ian Douglas Smith and Sir Roy Welensky, as well as extensive research at London's Public Record Office, and in government and private collections elsewhere, Dr J.R.T. Wood chronicles the collision course on which Britain and Rhodesia were set after 1959, complementing his study of the fate of the Federation of Rhodesia and Nyasaland in his definitive 'The Welensky Papers: A History of the Federation of Rhodesia and Nyasaland 1953-1963'. Britain, Wood shows, was intent on shedding her Empire as quickly as possible against a backdrop of the Cold War and the rise of Chinese- and Soviet-sponsored African nationalism. She delivered some 600 one man, one vote constitutions to her fledgling nations and had no intention of granting Rhodesia independence on different terms. Unlike Britain's other African possessions, however, Rhodesia had enjoyed self-governance since 1923.
