For fifty years, Medicare and Medicaid have stood at the center of a contentious debate surrounding American government, citizenship, and health care entitlement. In Medicare and Medicaid at 50, leading scholars in politics, government, economics, health policy, and history offer a comprehensive assessment of the evolution of these programs and their impact on society -- from their origins in the Great Society era to the current battles over the Affordable Care Act ("Obamacare"). These highly accessible essays examine Medicare and Medicaid from their origins as programs for the elderly and poor to their later role as a safety net for the middle class. Along the way, they have served as touchstones for heated debates about economics, social welfare, and the role of government. Medicare and Medicaid at 50 addresses key questions for understanding the past and future of health policy in America, including: · What were the origins for these initiatives, and how were they transformed over time? · What marks have Medicare and Medicaid left on society? · In what ways have these programs produced innovation, even in eras of retrenchment? · How did Medicaid, once regarded as a poor person's program, expand its benefits and coverage over the decades to become the platform for the ACA's future expansion? The volume's contributors go on to examine the powerful role of courts in these transformations, along with the shifting roles of Congress, public opinion, and state governors in the programs' ongoing evolution. From Lyndon Johnson to Barack Obama on the left, and from Ronald Reagan to George W. Bush on the right, American political leaders have tied their political fortunes to the fate of America's entitlement programs; Medicare and Medicaid at 50 helps explain why, and how those ongoing debates are likely to shape the future of the Affordable Care Act.

In a bid to rekindle the torch of democracy, a longtime federal executive explores the political discord that has so many people fighting with each another. If you're concerned about the future of the United States and the shortcomings of today's political system, then you're part of an ever-growing club. Author William W. Robé, who spent more than Forty years in the service of his country, is deeply disturbed by the lack of harmony within the halls of government. Social, economic, and demographic changes pose challenges, but Tea Party activists, Wall Street occupiers, and others are only making our problems worse. In this detailed commentary on the current political system, Robé considers • a different approach to understanding American economics; • truths about the national debt and deficit spending; • two flaws in Adam Smith's original version of capitalism; and • ways to find common ground on important issues. If the country's citizens remain divided, democracy will collapse. It won't be because of an invading army; it will be because of internal strife. Even so, it's not too late to rekindle the light of freedom through unity. It begins by recognizing that Divided We Fall .

Medicaid Everyone Can Count On

Author : Thomas W. Grannemann
ISBN : UOM:39076002863830
Genre : Medical
File Size : 66.34 MB
Format : PDF

A comprehensive policymaker's guide to the Medicaid program, Medicaid Everyone Can Count On offers unique insights into the complex interactions among stakeholders in America's state-based public health care programs. In an era of national health care reform, this volume is an invaluable resource for federal and state lawmakers and program analysts tasked with crafting policies that balance the distinct needs of taxpayers, providers, and the poor. Working from theory to practice, Thomas W. Grannemann and Mark V. Pauly develop an approach to Medicaid policy based on a keen understanding of the forces that have shaped the program. They begin by examining the program's intellectual foundations--American altruism and the principles of equity, efficiency, and democracy. They then ask the question: What are the inherent strengths and weakness of the American approach to financing medical care for the poor? The answers it turns out have direct implications for how best to approach implementing health reforms that would extend eligibility, control costs, and provide better value both to program recipients and to taxpayers. Building on the theory of public choice and economic analysis, the authors offer new perspectives on the program and its flaws, including unequal benefits among the states, federal funding that is poorly matched to state needs and resources, and disparities in payment to health care providers. To correct these flaws reform initiatives need to focus on two leverage points--federal financing and provider payment--that control the flow of resources and influence the behavior of states and medical care providers. The authors offer suggestions for using these tools to address policy issues in areas such as eligibility, benefits, care management, provider incentives, and federal assistance to the states. At this transitional point in the program's history, Grannemann and Pauly provide a consistent framework for thinking about Medicaid policy, one which has many practical implications for policy

Just A Guy

My dad, Lew Horton, always had a place to do woodworking. After he retired from Penney’s he rented places in Lincoln, Illinois to store his stuff and work on projects. I helped him to move his shop twice-- a hard, dirty job. On one move an older fellow helped, probably because he had a pickup and Dad was using part of an old chicken shed on the guy’s property for his new work space. I didn’t know the man, and when I asked Dad about him Dad explained, “He’s just a guy,” meaning, I suppose, that he was no one special and that Dad did not know him well. That phrase stuck in my mind for years, for some reason. Most of us are “just guys”, unworthy and unknown and forgotten in, at most, a generation. We are the common folk. But all of us guys really have some memories stored away that we dredge up for pleasure, contemplation, regret, analysis, and entertainment, and often they pop into my head as part of an unrelated chain of memories caused by something unknown. Some are triggered by events, others just come. I thought it would be nice to share them with someone else whether or not they wanted to know them. Perhaps this memoir will give some future historian or descendant a feel for how it was to be just a guy during my years on earth.
