Despite being one of the most critical resources for all life on Earth, freshwater represents only 3 percent of the planet’s water supply, but only 0.5 percent is readily accessible to humans. In addition, the available freshwater resources (FWR) are unequally distributed across the globe, so many areas and populations face issues of water scarcity and quality. FWR are under enormous stress from agricultural systems, climate change, and other factors directly linked to human behavior—including population growth and industrialization. Moreover, the institutions intended to manage FWR under stress may be ill-equipped to do so, especially in the context of multiple, often competing claims on FWR and the complexity of water flows across time and space. Growing awareness of these challenges has given rise to a sense of urgency to raise attention and catalyze action toward improving the management of FWR, especially at the local level. This guide aims to advance the understanding of how communities can sustainably manage FWR by applying The Nature Conservancy’s Voice, Choice, and Action (VCA) framework. The original framework focused more on terrestrial resources but has been adapted here to address the unique characteristics of FWR. These characteristics present significant implications for sustainable resource management and, therefore, need to be taken into account in the design and implementation of community-based conservation (CBC) programs.

Diffuse pollution is responsible for substantial water quality deterioration worldwide, presenting a significant management challenge. In New Zealand waterways four contaminants are of particular concern, largely evading efforts to clean up rivers despite substantial public interest: nitrogen, phosphorus, sediment and pathogens (E. coli) associated with agricultural activities. Conventional management approaches have struggled to address the complex spatial, temporal and social dimensions of these pollutants, leading to continued deterioration of freshwater. By engaging a wide range of community expertise and encouraging stakeholder involvement, collaborative policy design initiatives potentially offer more effective ways of managing diffuse pollutants. In 2012, Waikato Regional Council resolved to commence a plan change, and, as a result of a Stakeholder Engagement Strategy, introduced a Collaborative Stakeholder Group to inform and develop policy to improve water quality. Through interviews with participants in this process, as well as analysing secondary data including plans and policies, this thesis examines the design, process and outcomes of a collaborative approach to management and decision-making for freshwater resources. As a case study of collaborative policy design, the processes and policy outcomes of the Proposed Waikato Regional Plan Change 1: Healthy Rivers Wai Ora demonstrates that collaborative approaches to policy development can be beneficial for managing diffuse pollution. In particular, such approaches can support high levels of inclusivity and equality (of resources and knowledge) to assist people in forming decisions. In the case of the Waikato Collaborative Stakeholder Group, two key factors were identified as essential to successful policymaking: the internal dynamics of the group itself, and opportunities to integrate scientific and expert information through the Technical Leaders Group. On the other hand, the failure to include administrative bodies such as Council in the writing of the plan was detrimental to the process. Rather, a hybrid approach incorporating components of conventional policy design would have allowed the process to more effectively address legislative requirements.
