This thesis presents empirical research into the critical factors of successful Executive Information Systems (EIS) in the context of health care. The major approach of the research is to investigate best EIS practice through the process of benchmarking between the private sector and the National Health Service (NHS). By integrating best practice, need establishment and Total Quality Management (TQM) disciplines, guidelines of a quality EIS for health care have been developed. To gather the required data, the project mainly employed qualitative interviews with EIS developers and executives. In total, 43 organizations and 67 interviewees participated in this research project and out of these, 27 (40%) of the interviewees were senior executives. In addition, a small scale questionnaire survey was conducted among the NHS Trusts to support data collected from qualitative interviews. This thesis has three major findings. Firstly, factors of EIS implementation are grouped to identify the path leading to a failure, surviving or successful EIS. Sound evidence was gathered from the study to support the proposal that a successful EIS comes from continuous improvement in information quality. A responsive executive sponsor collaborates with a pro-active operating sponsor to put continuous improvement effectively in place. It is also obvious that "teamwork" and "broadening user base" are two effective schemes adopted by best practice to overcome various inhibiting factors of EIS implementation. Secondly, a model of receptivity to an EIS by individual executives has been developed to explain executives' requirements on information quality at various stages and how best practice is applied to overcome the problem of the immature culture concerning the use of an EIS. Thirdly, driving forces behind the trend of evolving EIS into Evervone's Information Systems were explored.
