While all armed conflicts are marked by violations of international humanitarian law, non-international armed conflicts appear to be characterised by even more serious violations of international humanitarian law on a colossal scale. This study is aimed at understanding the possible factors that may cause parties to non-international armed conflicts to engage in violations despite the fact that not only international humanitarian law but also other bodies of rules (e.g. legal and moral) impose restrictions and obligations similar to international humanitarian law. Somalia, which for over two decaces has been experiencing internal armed conflicts marked by widespread violations, is a typical case.

Evaluating Peacekeeping Missions

This book offers a new perspective on peace missions in intra-state wars, based on comparative field research. In theoretical terms, this book proposes a new definition of peace operation success based on two crucial elements: the (re)establishment of order and the accomplishment of the mandate. The work presents a new typology for assessing peace operations as failures, partial failures, partial successes, or successes. This focus on ‘blurry’ outcomes provides a clearer theoretical framework to understand what constitutes successful peace operations. It explains the different outcomes of peace operations (based on the type of success/failure) by outlining the effect(s) of the combination of the key ingredients-strategy and the type of interveners. Empirically, this book tests the saliency of the theoretical framework by examining the peace operations which took place in Somalia, Sierra Leone and Liberia. This book refutes the classification of these three cases as the ‘worst’ context for ‘transitional politics’, and demonstrates that peace operations may succeed, partially of totally, in challenging contexts, and that the diverse outcomes are better explained by the type of intervener and the strategy employed than by the type of context. This work shows that, for a peace operation in an intra-state war, the adoption of a deterrence strategy works best for re-establishing order while the involvement of a great power facilitates the accomplishment of the mandate. This book will be of much interest to students of peacekeeping, conflict resolution, civil wars, security studies and IR in general.

Piracy Off The Coast Of Somalia

Somali piracy poses a threat to the UK's national interests as well as global trading routes and international security. The costs of allowing piracy to proliferate are high. The British shipping industry is worth £10.7 billion to the UK's GDP, and the costs of security, insurance, re-routing have vastly increased the costs of doing business. Over $300 million has been paid in ransoms to Somali pirates over the past four years, and thousands of seafarers have been held hostage, some of whom have been subject to cruel treatment and even torture. Self-defence measures, multi-national naval operations and prosecutions have begun to take effect, but have not yet contained the problem. The major international conference on Somalia in February 2012 must produce results. Although private armed guards will be permitted on UK shipping, the Government's guidance on the use of force, particularly lethal force, is very limited and there is little to help a ship's master make a judgement on where force can be used. The Committee also expresses surprise that so little is known about what happens to ransom money. The solution lies in establishing order on land, ending impunity for piracy crimes and offering alternatives. However, the report warns against international claims to deliver a solution in Somalia, and urges the Government to develop its engagement with and support for Somali civil society organisations and local projects. The FCO should also review its communication and other procedures to support family members of British hostages held abroad.

Foreign Interventions In Ethnic Conflicts

Author : Dr Robert Nalbandov
ISBN : 9781409499398
Genre : Political Science
File Size : 82.28 MB
Format : PDF, Docs
Download : 343
Read : 980

This volume analyzes the successes and failures of foreign interventions in intrastate ethnic wars. Adding value to current research in the fields of international security and conflict resolution, it adopts the unique approach of considering successes of third party actions not by durable peace established in a target country (which is the more traditional approach) but by actual fulfilment of intervention goals and objectives, because multilateral interventions are more likely to achieve success in the pursuit of their goals than unilateral actions. Robert Nalbandov takes in-depth studies of interventions in Chad, Georgia, Somalia and Rwanda and relates them to the main theories of international security - the ethnic security dilemma and the credible commitment problem - to produce a fascinating and valuable volume.

The civil war, the consequent famine and the collapse of governmental authority in Somalia led to a United Nations operation in Somalia with no precedent in the history of the Organization. The United Nations and Somalia, 1992-1996 is a comprehensive account of that experience, in which the United Nations Operation in Somalia and the Unified Task Force (led by the United States of America) carried out a broad mandate involving peace-keeping and peace-enforcement as well as the provision of humanitarian aid, the promotion of national reconciliation and assistance in rebuilding Somalia's devastated infrastructure and institutions. This volume includes more than 100 key documents relating to these efforts. An extensive introduction by Secretary-General Boutros Boutros-Ghali and a detailed chronology complement the texts. The documents reproduced include: Resolutions of the General Assembly and of the Security Council; Reports, statements and correspondence of the Secretary-General; Political agreements reached by the Somali parties; International appeals, plans of action and other materials related to the efforts of teh United Nations and non-governmental organizations to provide emergency famine relief and humanitarian assistance. Does statelessness necessarily mean anarchy and disorder? Clan elders, religious leaders and businessmen have worked together to provide stability and security in large parts of Somalia. Urban centres continue to suffer violence, political chaos and economic disruption. Do money, international trade and investment survive without a state? Somalia has been without a state, a Ministry of Finance, or a central bank, but the Somali Shilling was more stable during the second half of the 1990s than during the 1980s. Economic agreements with transnational firms and sovereign states go ahead. Do town-dwellers fare as well as pastoralists? With the collapse of the state, herders and traders have benefited from reduced restrictions on movement and there is a booming unofficial export and import trade. Settled populations have fared less well. Do pastoralists care about development and social improvement? Throughout the Horn western-funded development projects have had disastrous results. Nevertheless the Somalis have selectively accepted certain elements; phone and internet services are surprisingly cheap.
