Working practices between the UK and Welsh Assembly governments in relation to cross-border policies appear much improved since the Committee's earlier reports on this subject. But a number of outstanding issues remain in transport, health and further and higher education. On transport the Committee welcomes the planned electrification of the Great Western Main Line. However, the Department for Transport appears to have washed its hands of any strategic responsibility for cross-border roads. The A483 is the clearest example of a road vital for travel within Wales but which is not important to the English region in which it is located, and as a result loses out on funding. The Committee stresses the need for comparative data on which to build solid research comparing NHS performance in the devolved nations. More needs to be done to raise public awareness of the differences in services people can expect to receive on both sides of the border. Transparency of information is vital. Research proposals in the UK Government's Higher Ambitions strategy for higher education make no reference to nations other than England, despite the UK-wide research remit of the Department for Business, Innovation and Skills. The Committee calls for details about how research funding proposals apply to all four nations.

This NAO report (HC 1047, session 2007-09), examines rail franchises and the impact they have had on franchises competition; the taxpayer; the passenger and the approach to managing rail franchises in general. Passenger rail services are provided by train operating companies under franchise agreements which generally run 7-10 years. Whilst responsibility for the operation and condition of the track rests with Network Rail, the Department of Transport has ultimate responsibility where it affects passengers and has taken oversight responsibility for passenger rail franchising following the abolition of the Strategic Rail Authority in 2005. The National Audit Office has set out the following recommendations in respect of rail franchises, including: on letting franchises, regional decision making bodies, should have greater involvement; where bids for rail franchises occur, alternative options should be taken into consideration, such as value for money and affordability; that there should be transparency on financial support for franchises with information on how fares cover the overall costs of passenger rail services and the extent of Government support; that there should also be greater transparency on service quality standards; the Government, when negotiating extra passenger capacity, needs to adjust the contract revenue target where appropriate, so that it can better engage in commercial negotiations; also the Department should staff the National Networks Group adequately and not rely unduly on agency staff, given the strategic importance of rail franchising and the potential to reduce direct subsidies.

Competitive tendering provides a way to introduce competition to railways whilst preserving an integrated network of services. It has been used for freight railways in some countries but is particularly attractive for passenger networks when subsidised services make competition between trains serving the same routes difficult or impossible to organise. Governments promote competition in railways to reduce costs, not least to the tax payer, and to improve levels of service to customers. Concessions are also designed to bring much needed private capital into the rail industry. The success of competitive tendering in achieving these outcomes depends critically on the way risks are assigned between the government and private train operators. It also depends on the transparency and durability of the regulatory framework established to protect both the public interest and the interests of concession holders, and on the incentives created by franchise agreements. This report examines experience to date from around the world in competitively tendering rail services. It seeks to draw lessons for effective design of concessions and regulation from both the successful and less successful cases examined. The work is based on detailed examinations by leading experts of the experience of passenger rail concessions in the United Kingdom, Australia, Germany, Sweden and the Netherlands. It also draws on examples of freight rail concessions in Latin America.

It examines the the aim of producing an integrated ticketing system across England, with the introduction of smartcard concessionary travel passes.The report inquires into the extent to which integrated ticketing on public transport has been achieved for all users; the issues regarding smartcards; arrangements for revenue protection (stopping fare-evasion) which will be affected by new forms of ticket; the impact of concessionary travel in England which is costing £1 billion per annum. The Committee has set out a number of recommendations, including: the Committee believes that the Government in terms of promoting integrated bus ticketing has achieved too little of practical value; it recommends that Traffic Commissioners be given powers to arbitrate where bus companies and local transport authorities disagree; that coach travel should be given greater consideration in future statements of public transport policy; it is imperative that the full range of tickets, including multi-modal options be available at all main outlets so that the Government's aim of fare simplification can be better acheived (see The Future of Rail, Cm. 6233, ISBN 9780101623322); that the Government needs to ensure suitable guidelines on differential pricing is included in decisions on rail fares and rail franchises with particular reference to smartcards; that the Government needs to articulate a clearer strategy for the development of integrated ticketing in general and smartcards in particular; that the Government should move towards a unified system of public transport revenue protection; that the Department of Transport should commission an evaluation of the benefits of the national scheme for free local bus travel and that national concessionary travel is properly funded.
