The following discussion focuses on the issue of arms control implementation from the standpoint of technology and technical assistance. Not only are the procedures and techniques for safeguarding nuclear materials undergoing substantial changes, but the implementation of the Chemical Weapons Convention (CWC) and the Biological Weapons Convention (BWC) will give rise to technical difficulties unprecedented in the implementation of arms control verification. Although these regimes present new challenges, an analysis of the similarities between the nuclear and chemical weapons non-proliferation verification regimes illustrates the overlap in technological solutions. Just as cost-effective and efficient technologies can solve the problems faced by the nuclear safeguards community, these same technologies offer solutions for the CWC safeguards regime. With this in mind, experts at the Organization for the Prohibition of Chemical Weapons (OPCW), who are responsible for verification implementation, need to devise a CWC verification protocol that considers the technology already available. The functional similarity of IAEA and the OPCW, in conjunction with the technical necessities of both verification regimes, should receive attention with respect to the establishment of a technical assistance program. Lastly, the advanced status of the nuclear and chemical regime vis-a-vis the biological non-proliferation regime can inform our approach to implementation of confidence building measures for biological weapons.

Ideas For A Philosophy Of Nature

Author : F. W. J. von Schelling

This is an English translation of Schelling's Ideas for a Philosophy of Nature (first published in 1797 and revised in 1803), one of the most significant works in the German tradition of philosophy of nature and early nineteenth-century philosophy of science. It stands in opposition to the Newtonian picture of matter as constituted by inert, impenetrable particles, and argues instead for matter as an equilibrium of active forces that engage in dynamic polar opposition to one another. In the revisions of 1803 Schelling incorporated this dialectical view into a neo-Platonic conception of an original unity divided upon itself. The text is of more than simply historical interest: its daring and original vision of nature, philosophy, and empirical science will prove absorbing reading for all philosophers concerned with post-Kantian German idealism, for scholars of German Romanticism, and for historians of science.

Vattel, Emmerich de; Joseph Chitty (editor). The Law of Nations; or Principles of the Law of Nature, Applied to the Conduct and Affairs of Nations and Sovereigns. From the French of Monsieur De Vattel. With Additional Notes and References by Edward D. Ingraham, Esq. Philadelphia: T.& J.W. Johnson, 1854. lxvi, 656 pp. Reprinted 2005 by The Lawbook Exchange, Ltd. 2004. ISBN-13: 978-1-58477-501-0. ISBN-10: 1-58477-501-7. Cloth. $125.* Chitty [1776-1841], the distinguished English legal scholar, produced this edition of Vattel's classic study to bring it to the attention of a wider audience. "[I]t is of infinitely more extended utility, he observed, because it "contains a practical collection of ethics, principles, and rules of conduct to be observed and pursued, as well by private individuals as by states, and these of the utmost practical importance to the well-being, happiness, and ultimate and permanent advantage and benefit of all mankind." It should therefore be studied "by every gentleman of liberal education, and by youth, in whom the best moral principles should be inculcated. The work should be familiar in the Universities, and in every class above the inferior ranks of society. And, as regards lawyers, it contains the clearest rules of construing private contracts, and respecting Admiralty and Insurance law.": Preface v.

Hume Hegel And Human Nature

Author : C.J. Berry

Genre : History
File Size : 73.41 MB

This is both a modest and a presumptuous work. It is presumptuous because, given the vast literature on just one of its themes, it attempts to discuss not only the philosophies of both Hume and Hegel but also something of their intellectual milieu. Moreover, though the study has a delimiting perspective in the relation ship between a theory of human nature and an account of the various aspects that make up social experience, this itself is so central and protean that it has necessitated a discussion of, amongst others, theories of history, language, aesthetics, law and politics. Yet it is a modest work in that, although I do think I have some fresh things to say, the study does not propose any revolutionary new reading of the material. I am not here interested in the relative validity of the theories put forward - I do not 'take sides'. Nevertheless it is part of the modest intent that recourse to Hume and Hegel in arguments pertaining to human nature will be better inform ed and more discriminating as a consequence of this study. Additionally, some distinctions herein made also shed light on some assumptions made in contem porary debates in the philosophy of social science, especially those concerning the understanding of alien belief-systems.
