When policymakers, communities or advocates make decisions and take actions, they do so with the purpose of achieving some desired goal. But sometimes, unintended consequences occur. These are outcomes that are not the ones intended by the purposeful decision or action. Unintended consequences can be positive or negative, although the discussions often focus on the unexpected adverse impact that may result from well-intentioned policies or public actions. It is tempting to say that unintended consequences happen because we live in an uncertain and unpredictable world, and that there is not much we can do to prevent their occurrence or prepare for them. In fact, many unintended consequences are neither predetermined nor random. It is true that whether or not unintended consequences happen will be affected by many economic and social factors that Singapore is confronted with, but much will also depend on how we approach these factors and the potential consequences. This book, based on the proceedings at the Behavioural Sciences Institute Conference 2017, explores various issues about unintended consequences in Singapore. The book is organised into four parts. Part 1 provides an overview of issues involved in thinking about unintended consequences. Part 2 examines unintended consequences in the context of Singapore's goal to become a smart nation and compares the perspectives between public and private sector organisations on dealing with uncertainty. Part 3 analyses the relationships linking unintended consequences to healthcare outcomes and the management of race relations in Singapore. Part 4 addresses specific questions on unintended consequences in Singapore in terms of the nation's history, immigration, education, meritocracy, civil service culture and mindsets, and relationships between people and government. This book will provide the reader new perspectives and possibilities related to achieving intended societal goals and building a strong Singapore society.

The Internet is a mixed blessing for libraries and librarians. On the one hand, it provides opportunities to add services and expand collections; on the other, it increases user expectations and contributes to techno-stress. Today, the Net is challenging the librarian's ability to select, threatening the survival of the book, necessitating continuous retraining, presenting unique problems of access and preservation, putting new demands on budgets, and embroiling information professionals in legal controversies. In "Net Effects, Marylaine Block examines the issues and brings together a wealth of insights, war stories, and solutions. Nearly 50 articles by dozens of imaginative librarians--expertly selected and annotated by the editor--suggest practical and creative ways to deal with the range of Internet "side effects," regain control of the library, and avoid being blindsided by technology again.

The Definitive Guide to Complying with the HIPAA/HITECH Privacy and Security Rules is a comprehensive manual to ensuring compliance with the implementation standards of the Privacy and Security Rules of HIPAA and provides recommendations based on other related regulations and industry best practices. The book is designed to assist you in reviewing the accessibility of electronic protected health information (EPHI) to make certain that it is not altered or destroyed in an unauthorized manner, and that it is available as needed only by authorized individuals for authorized use. It can also help those entities that may not be covered by HIPAA regulations but want to assure their customers they are doing their due diligence to protect their personal and private information. Since HIPAA/HITECH rules generally apply to covered entities, business associates, and their subcontractors, these rules may soon become de facto standards for all companies to follow. Even if you aren’t required to comply at this time, you may soon fall within the HIPAA/HITECH purview. So, it is best to move your procedures in the right direction now. The book covers administrative, physical, and technical safeguards; organizational requirements; and policies, procedures, and documentation requirements. It provides sample documents and directions on using the policies and procedures to establish proof of compliance. This is critical to help prepare entities for a HIPAA assessment or in the event of an HHS audit. Chief information officers and security officers who master the principles in this book can be confident they have taken the proper steps to protect their clients’ information and strengthen their security posture. This can provide a strategic advantage to their organization, demonstrating to clients that they not only care about their health and well-being, but are also vigilant about protecting their clients’ privacy.

Paradoxes Of Modernization

Format : PDF, ePub, Docs

This book explores the unintended and unanticipated effects associated with 'modernization' projects and tackles the key question that they provoke - why do policy-makers persist in such enterprises in the face of evidence that they tend to fail? Paradoxes of Modernization first discusses what is meant by 'modernization' and 'unintended consequences', placing public policy reform within more general intellectual and social trends. It presents eight case study 'modernization' projects. Their architects promised faster trains, a more efficient and reactive health service, a more motivated public service, better performing local government, enhanced information for prospective US university students, reduced rates of child malnutrition in developing countries, and a free, open, safe, interconnected cyberspace for people to conduct their social and political life. Each case provides a neat story with a paradox that varies the modernization theme and tackles the question: why was the project pursued? The conclusion categorizes the cases in terms of their outcome, from success to disappointment, and suggests some strategies for a more balanced version of modernization for current and future policy-makers

Excerpt: Irreducible complexity (IC) is an argument by proponents of intelligent design that certain biological systems are too complex to have evolved from simpler, or "less complete" predecessors, through natural selection acting upon a series of advantageous naturally occurring, chance mutations. The argument is central to intelligent design, and is rejected by the scientific community, which overwhelmingly regards intelligent design as pseudoscience. Irreducible complexity is one of two main arguments intended to support intelligent design, the other being specified complexity. Biochemistry professor Michael Behe, the originator of the term irreducible complexity, defines an irreducibly complex system as one "composed of several well-matched, interacting parts that contribute to the basic function, wherein the removal of any one of the parts causes the system to effectively cease functioning."
