Improving college access and success among Black males has garnered tremendous attention. Many social scientists have noted that Black men account for only 4.3% of the total enrollment at 4-year postsecondary institutions in the United States, the same percentage now as in 1976. Furthermore, two thirds of Black men who start college never finish. The lack of progress among Black men in higher education has caused researchers, practitioners, and policymakers to become increasingly focused on ways to increase their access and success. Offering recommendations and strategies to help advance success among Black males, this monograph provides a comprehensive synthesis and analysis of factors that promote the access, retention, and persistence of Black men at diverse institutional types (e.g., historically Black colleges and universities, predominantly White institutions, and community colleges). It delineates institutional policies, programs, practices, and other factors that encourage the success of Black men in postsecondary education. This is the 3rd issue of the 40th volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.

Coral reef declines have been recorded for all major tropical ocean basins since the 1980s, averaging approximately 30-50% reductions in reef cover globally. These losses are a result of numerous problems, including habitat destruction, pollution, overfishing, disease, and climate change. Greenhouse gas emissions and the associated increases in ocean temperature and carbon dioxide (CO2) concentrations have been implicated in increased reports of coral bleaching, disease outbreaks, and ocean acidification (OA). For the hundreds of millions of people who depend on reefs for food or livelihoods, the thousands of communities that depend on reefs for wave protection, the people whose cultural practices are tied to reef resources, and the many economies that depend on reefs for fisheries or tourism, the health and maintenance of this major global ecosystem is crucial. A growing body of research on coral physiology, ecology, molecular biology, and responses to stress has revealed potential tools to increase coral resilience. Some of this knowledge is poised to provide practical interventions in the short-term, whereas other discoveries are poised to facilitate research that may later open the doors to additional interventions. A Research Review of Interventions to Increase the Persistence and Resilience of Coral Reefs reviews the state of science on genetic, ecological, and environmental interventions meant to enhance the persistence and resilience of coral reefs. The complex nature of corals and their associated microbiome lends itself to a wide range of possible approaches. This first report provides a summary of currently available information on the range of interventions present in the scientific literature and provides a basis for the forthcoming final report.

The Persistence Of Innovation In Government

Author : Sandford F. Borins
ISBN : 9780815725619
Genre : Political Science
File Size : 40.28 MB
Format : PDF, ePub, Docs

Sandford Borins addresses the enduring significance of innovation in government as practiced by public servants, analyzed by scholars, discussed by media, documented by awards, and experienced by the public. In The Persistence of Innovation in Government, he maps the changing landscape of American public sector innovation in the twenty-first century, largely by addressing three key questions: • Who innovates? • When, why, and how do they do it? • What are the persistent obstacles and the proven methods for overcoming them? Probing both the process and the content of innovation in the public sector, Borins identifies major shifts and important continuities. His examination of public innovation combines several elements: his analysis of the Harvard Kennedy School's Innovations in American Government Awards program; significant new research on government performance; and a fresh look at the findings of his earlier, highly praised book Innovating with Integrity: How Local Heroes Are Transforming American Government. He also offers a thematic survey of the field's burgeoning literature, with a particular focus on international comparison.

Biodegradation And Persistence

Author : B. Beek
ISBN : 9783540680963
Genre : Science
File Size : 47.55 MB
Format : PDF
Download : 235

Biodegradation is a key phenomen among environmental processes. Low degradation rates lead to the persistence of chemicals in the environment and, as a consequence, to delayed or long-term effects, which may be even unknown by now. In this volume the editor has pulled together the newest results of research in biodegradation and persistence of potential environmentally harmful substances and the complex process involved. The main focus is on the microbial degradation, the evolution and predictability of the respective pathways and their impact on bioremediation. Additional chapters deal with sewage treatment plants, the impact of toxicants on impaired biodegradation, and with the need of a more realistic view on fate and behaviour of chemicals in the environment.

Morphosyntactic Persistence In Spoken English

Language users are creatures of habit with a tendency to re-use morphosyntactic material that they have produced or heard before. In other words, linguistic patterns and tokens, once used, persist in discourse. The present book is the first large-scale corpus analysis to explore the determinants of this persistence, drawing on regression analyses of a variety of functional, discourse-functional, cognitive, psycholinguistic, and external factors. The case studies investigated include the alternation between synthetic and analytic comparatives, between the s-genitive and the of-genitive, between gerundial and infinitival complementation, particle placement, and future marker choice in a number of corpora sampling different spoken registers and geographical varieties of English. Providing a probabilistic framework for examining the ways in which persistence - among several other internal and external factors - influences speakers' linguistic choices, the book departs from most writings in the field in that it seeks to bridge several research traditions. While it is concerned, in a classically variationist spirit, with internal and external determinants of grammatical variation in English, it also draws heavily on ideas and evidence developed by psycholinguists and discourse analysts. In seeking to construct a comprehensive model of how speakers make linguistic choices, the study ultimately contributes to a theory of how spoken language works. The book is of interest to graduate students and researchers in variationist sociolinguistics, probabilistic linguistics, psycholinguistics, and computational linguistics.

This paper studies asymptotically the bias of the fixed effect (FE) estimator induced by cross-section heterogeneity in the slope parameters of stationary vector autoregressions (VARs). The paper also compares the FE, the mean group estimator (MG), and a simple instrumental variable alternative (IV) in Monte Carlo simulations. The main results are: (i) asymptotically, the heterogeneity bias of the FE may be more or less severe in VAR specifications than in standard dynamic panel data specifications; (ii) in Monte Carlo simulations, slope heterogeneity must be relatively high to be a source of concern for pooled estimators; (iii) when this happens, the panel must be longer than a typical macro dataset for the MG to be a viable solution.

Studies the trend in household income uncertainty using a novel approach that measures income uncertainty as the variance of forecast errors at each future horizon separately without imposing parametric restrictions on the underlying income shocks. Household income uncertainty has risen significantly and persistently since the early 1970s. Their measure of near-future uncertainty in total family non-capital income rose 40% between 1971 and 2002. This rising uncertainty is likely due to the increase in variances of both persistent and transitory income shocks. The increase was most pronounced among single-earner households and high-income households. Charts and tables. This is a print on demand report.

The Persistence Of Corruption And Slow Economic Growth

There is increasing recognition that corruption has substantial, adverse effects on economic growth. But if the costs of corruption are so high, why don’t countries strive to improve their institutions and root out corruption? Why do many countries appear to be stuck in a vicious circle of widespread corruption and low economic growth, often accompanied by ever-changing governments through revolutions and coups? A possible explanation is that when corruption is widespread, individuals do not have incentives to fight it even if everybody would be better off without it. Two models involving strategic complementarities and multiple equilibria attempt to illustrate this formally.
