Der aus dem Senatorenkreis stammende Rat der sechzehn Manner half der Mutter beim Treffen wichtiger Entscheidungen. Ohne sie ware das Regieren des grossen Reiches kaum moglich gewesen. Innere Krisen sowie mehrere Aufstande konnten unterdruckt werden. Als es aber um die Abwehr ausserer Gefahren ging, scheiterten die Mutter und ihr Kaisersohn. Im Osten kam ein neuer Herrscher 224 auf die aussenpolitische Buhne, der Sassanidenkonig Ardasir I. Er wollte sein Gebiet in Richtung der romischen Provinzen ausdehnen, um sein Reich in den Grenzen seiner Urvater wiederherzustellen. Im Norden an Rhein und Donau rannten die kriegerischen Germanen die Grenzen des Reiches ein. Sowohl die Perser unter ihrem neuen Namen Sassaniden" als auch die Germanen lehnten die Friedensangebote des Kaisers kategorisch ab. Julia Mamaea und dem Kaiser war klar, dass keine andere Moglichkeit als der Krieg bleib. Diese ausseren Bedrohungen sturzten die Mutter-Sohn Regierung in ihre Agonie."
