Decision Points is the extraordinary memoir of America's 43rd president. Shattering the conventions of political autobiography, George W. Bush offers a strikingly candid journey through the defining decisions of his life. In gripping, never-before-heard detail, President George W. Bush brings readers inside the Texas Governor's Mansion on the night of the hotly contested 2000 election; aboard Air Force One on September 11, in the hours after America's most devastating attack since Pearl Harbour; at the head of the table in the Situation Room in the moments before launching the war in Iraq; and behind the Oval Office desk for his historic and controversial decisions on the financial crisis, Hurricane Katrina, Afghanistan, Iran, and other issues that have shaped the first decade of the 21st century. President Bush writes honestly and directly about his flaws and mistakes, as well as his accomplishments reforming education, treating HIV/AIDS in Africa, and safeguarding the country amid chilling warnings of additional terrorist attacks. He also offers intimate new details on his decision to quit drinking, discovery of faith, and relationship with his family. A groundbreaking new brand of memoir, Decision Points will captivate supporters, surprise critics, and change perspectives on one of the most consequential eras in American history - and the man at the centre of events.

Toward Spiritual Sovereignty diagnoses societal samodaya (Buddhist terminology for emotional craving). The author uses extensive knowledge and wisdom from masters of ages past and present to refocus the spirit of man (spiritus mundi) on a wholesome re-creation of the world community. Every soul has the divine right to determine his or her sacred path to their unique destiny upon the horizons of learned choice. Political aggression, (governmental power), religious aggression (proselytizing), and financial aggression (voracious capitalism) provide conflict and work against the realization of happiness and wellbeing. These works are an attempt to advocate for the abolition of hindrance toward those ends, to advocate, without fetter, for spiritual sovereignty of every soul. Each person, Homo Divinitas (man of Divinity) should be able to experience life without threat. Threat can manifest in the form of hunger, poverty, illiteracy, illness, or physical/emotional/spiritual aggression. The 21st century provides an atmosphere of escalating violence, and terror, amidst the Middle East in particular, and the world in general. Such as the Roman Forum prior to the turn of the first millennia after Christ, mankind seems unable or unwilling to cease participation in the spiritual morphine of violence whether real, virtual, or vicarious. Mr. Casperson's authorship proposes effective measures for self-enlightenment and effective ways to cope with violence and political and religious terrorism. This paper presents the Islamic Republic of Afghanistan’s decision point and debt sustainability analysis under the Enhanced Heavily Indebted Poor Countries Initiative. Protracted conflict and political instability have undermined Afghanistan’s socioeconomic development, resulting in widespread poverty and weak social development. Nevertheless, Afghanistan’s economy has achieved a major recovery since late 2001, with robust gross domestic product growth, albeit from a low level. The absence of officially recognized poverty estimates has prevented a systematic diagnosis of poverty in Afghanistan.

1. This paper presents a final assessment of the eligibility and qualification of the Republic of Cote d'Ivoire (hereafter "Cote d'Ivoire") for assistance under the Enhanced HIPC Initiative.1 It builds on the preliminary HIPC document for Cote d'Ivoire discussed by the Executive Boards of the IMF and IDA on December 12 and 16, 2008, respectively.2 Directors agreed that Cote d'Ivoire is eligible for assistance under the HIPC Initiative and that Cote d'Ivoire could reach the decision point provided the authorities i) strengthened performance under the IMF-supported program to end-2008, ii) agreed on appropriate completion point triggers, iii) put in place a poverty reduction strategy, and iv) cleared all outstanding arrears with multilateral creditors or reached agreements to clear them in the context of the PRGF arrangement. The triggers proposed in the preliminary document were broadly agreed by Directors, though suggestions were made for strengthening in certain areas as well as for a streamlining.
